Colorado Lawmakers Pass Bill to Allow Medical Marijuana for PTSD

Both Assembly Bill 7006 and its companion legislation Senate Bill 5629 would allow those with PTSD to legally purchase, possess and use cannabis and cannabis medicines if they receive a recommendation from a physician and become registered with the state as a medical cannabis patient.

They found that states saw a surge in people illegally smoking the drug after implementing laws to legalize medical marijuana on a prescription basis.

Although medical marijuana laws may benefit some people, changes to state laws also may have negative consequences for public health, the researchers, led by Deborah Hasin, a professor of epidemiology at Columbia University in New York City, wrote in the study.

An analysis of data from three national surveys in the United States revealed a higher increase in illicit marijuana use and marijuana use disorders in states that had passed medical marijuana laws (MMLs), compared with states that have not legalized medical marijuana.

The study was published April 26 in the journal JAMA Psychiatry.

Legalization of marijuana for medical use and recreational use clearly sends a message to youth that marijuana is not risky and increases youth access to marijuana.

States that enacted laws after 2001 saw larger increases: 5.1 percentage points for illicit use and 1.7 percentage points for cannabis use disorder. The rise in illicit use ranged from 3.5 percent in states without MMLs to 7 percent in states that had legalized medical marijuana.

There are simply too many questions and variables surrounding the issue of medical marijuana for the state of Texas to consider such a law - at least for right now.


Attorney General Jeff Sessions, a stanch opponent of legalization, is now reviewing the Cole Memorandum, a set of guidelines established in 2013 that direct DOJ to focus marijuana enforcement efforts on violent crimes and distribution in states without legalization laws.

Medical marijuana states that restrict the number of dispensaries and tightly regulate the system appear to have different illicit pot use patterns from states like California and Colorado, where the laws amounted to a "de facto legalization system", said Pacula, who wasn't involved with the study.

For their study, Hasin and team investigated whether MMLs might be contributing to illicit use of the drug and marijuana use disorders. Medical marijuana sales also reportedly increased over 2016, but not at the levels the recreational industry is enjoying.

Those studies include one conducted in Colorado before and after that state passed its medical marijuana law.

Most recent research has concluded that marijuana legalization laws do not prompt an increase in use of the drug by teens. Medical marijuana laws vary from state to state, so applying national data could miss serious geographic differences.

"In 1991-1992, no Americans lived in MML states; in 2001, 18.9 percent lived in MML states, and in 2012, more than one third (34.3 percent) lived in MML states", the authors note.

"That could have a big impact", Compton told Healthline.
