The meeting, though planned earlier, comes in the backdrop of the April 24 Maoist ambush of CRPF personnel in Sukma when 25 jawans were killed. He said, LWE cadres are constantly trying to inflict losses on security forces to boost the morale of their cadres and in this situation, there is a need to be more proactive rather than reacting after the occurrence of the incident. In his speech, the Home Minister also stressed on the need for effective leadership to achieve "desired outcome".

In his speech, Nitish said that in a "federal structure, Centre can not relegate itself to mere reviewing role by throwing the ball in the court of states for taking effective action to neutralise this threat of Left Wing Extremism which has emerged as a challenge to internal security".

On the security front, he advocated the increased use of technology and communication and said unmanned aerial vehicles should be part of the operations.

Home Minister Rajnath Singh on Monday claimed as many as 12,000 people had lost their lives to Maoist attacks over the past 20 years.

Highlighting the need for motivation and training, Rajnath Singh said there was a need to improve the training and other facilities at the camps.

He also called for increasing use of technology in security operations and to counter left-wing extremism. I am convinced that the martyrdom of of our security forces will not go in vain.

The Naxal problem can not be resolved through "silver bullets" or any shortcut but through short-term, medium-term and long-term solutions, said Mr Singh, who is chairing the meeting. "At the same time, the forces on the ground level should not lack leadership".


Other technologies being considered include high resolution PTZ cameras, Global Positioning System tracking, hand-held thermal imaging, radar, satellite imaging etc.

"There is need to depute shadow intelligence officers to track prominent targets associated with Left Wing Extremism (LWE)", Singh said.

The meeting will help firm up anti-Naxal strategy to fight the guerillas in their hideouts.

The day-long meeting on Monday was also attended by the Secretaries of the union ministries, besides Chief Secretaries and police chiefs, according to an official statement.

The command office has been tasked with strategizing on launching joint operations with the Indian Air Force, Border Security Force, Indo-Tibetan Border Police and the state police along the southern tip of Bastar in Chhattisgarh where its border meets with Odisha, Maharashtra and Andhra Pradesh, all of which are affected by Maoist violence.

"While demands for additional deployments were also raised, some States like Bihar sought exemption from payment of the central forces". He further assured that Odisha will continue to implement the two pronged strategy of enhanced security and sustained and holistic development of tribal areas and that the Union Government should provide full support to the state government towards this end.
