The repeated nuclear and missile tests of North Korea infuriates China, however, the latter also blames South Korea and United States for aggravating the tensions.

It, among other things, would impose USA sanctions on all those participating in North Korean labour trafficking abuses.

"With its latest successful test of an intercontinental ballistic missile, North Korea has demonstrated intent and capability to hit the USA homeland - and as President Trump said, we must never allow this to happen", said Senator Cory Gardner, chairman of the Subcommittee on East Asia, the Pacific, and International Cybersecurity.

However, China is defending its stand as it prudently follows and observes sanctions released by the United Nations on North Korea.

Despite Washington's calls for action, trade between China and its neighbour increased 10.5 percent to $2.5 billion in the first six months of the year compared to the same period last year, including a 29.1 percent jump in exports.

Trump pledged repeatedly during his election campaign to get tough on Chinese trade practices deemed unfair to the U.S., but his rhetoric softened after the friendlier-than-expected April summit with Mr. Xi.

"I'm introducing a legislation that will create a global embargo against North Korea to shut off access to the USA financial systems and the systems and sources of trade that wish to continue to do business with North Korea", Gardner said in a statement.


That the White House would consider a second round of sanctions so soon after the first indicates that the Trump administration is willing to back up its tough rhetoric on North Korea. Imports from North Korea are declining every month beginning March.

Secretary of State Rex Tillerson said China's cooperation on North Korea was "uneven" when he spoke to lawmakers in mid-June, saying USA officials were concerned about actions by both the government and other entities in China.

In Beijing, Chinese Foreign Ministry spokesman Geng Shuang reiterated China's opposition to unilateral sanctions outside the framework of the United Nations and that China has been fully enforcing UN resolutions. Those imports all came before February 18, an illustration of how China has enforced sanctions, Huang said.

The text calls for kicking out from the USA banking system the businesses and financial institutions involved in a significant amount of trade in goods and services with the communist state, barring all North Korean-made products from entering the U.S. market, and sanctioning all firms engaged in labor exports.

All coal imports from North Korea happened before Feb 18, and "this is a sign of China's implementing the UNSC resolutions", Huang said.

The volume of Chinese imports of North Korean iron ore almost doubled in the first five months of 2017 compared to the same period previous year, according to Bloomberg Intelligence.

"They'd have to show they're really serious", the second official said.

A spokesman for China's foreign ministry said the two countries "maintain normal trade relations" and China's position on de-nuclearization on the Korean Peninsular is "firm and clear".
